In July 1918, Congress created the Army Mine Planter Service within the Coast Artillery Corps. Personnel in
this service were identified as warrant officers and were appointed as such to fill those essential positions

The Navy made the first formal appointment of a warrant officer in 1775 when they appointed a seaman, John
Berriman, to act as purser aboard an American ship. (Page 1, para 1)

appointed in March 1944 were the first to receive appointment through competition. They were not given the
