IPB products assist the collection manager in the selection of collection systems
for a specific area. The situation, event templates and weather and terrain
overlays provide a graphic representation of factors that will affect the selection
of collection systems.
There are other considerations that affect the selection process not depicted by
IPB. For example, when the enemy has air superiority, the use of aerial assets may
be restricted to avoid excessive losses. IPB products would probably not reflect
this, nor would they reflect periods of enemy radio silence when the use of
electronic surveillance measure may produce little information. IPB is not a total
solution, but a valuable tool that has many applications.
