CHINAMAN: Derogatory term for Chinese.
CHINA MAN'S CHANCE: An American expression which means that there is no chance at all;
derogatory use of Chinaman or Chinese.
CHINATOWN: A community of people of Chinese descent within a larger non-Chinese community,
the largest in the US being those of San Francisco, New York, and Los Angeles.
CHINESE-AMERICAN CITIZENS ALLIANCE: A basically integrationist organization formed by
young American-born citizens.
CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY PROGRAM: Activities to promote Equal
Employment Opportunity for pop civilian employees, as well as those employed by applicable Federal
contractors.
COERCIVE POWER: coercive power is defined as power whose basis is the ability to take away
something the other person possesses or desires to keep.
CO-FACILITATION: Joint activity of two or more facilitators engaged in processing group dynamics
resulting from an on-going process of human interaction.
COGNITIVE DISSONANCE: An inconsistency between any knowledge, belief, opinion, attitude or
"feeling" about the environment, oneself or one's behavior.
COMMUNICATION: "Information-Processing organized around a shared orientation to certain signs."

COMPLAINANT: An employee, former employee, or applicant for Federal employment who presents
an informal complaint to an EEO counselor or who presents a formal written complaint of
discrimination.
COMPLAINTS EXAMINER: A complaints examiner is a person, usually with legal training, who is
selected by the agency for the purpose of offering solution to an unresolved agency complaint. The
legal representatives from the agency and complainant present their case to the examiner. The examiner
makes his/her finding and returns a recommended solution to the agency. The head of that agency may
accept, reject or modify that recommendation.
