HISPANIC: A person of Mexican, Puerto Rican, Cuban, Central or south American or other Spanish
culture or origin, regardless of race. (US Dept of Commerce Directive No. 15)
HOLOCAUST: The destruction of approximately six million Jews by the Nazi Government of
Germany. The concept of "holocaust" can be identified generally as wholesale destruction of Property
or loss of life as a result of tie or war. (Menkus)
HISPANIC EMPLOYMENT PROGRAM (HEP): This special emphasis program is intended to provide
improved access to Federal employment and advancement for Spanish-speaking individuals. Equal
Employment Opportunity actions tailored not only to a specific employment situation, but also to the
group involved.
INDIAN: According to Random House Dictionary, a member of the aboriginal peoples of North and
South America. There is no legislative or executive definition of who is an Indian. The Census Bureau
used a self-declaration basis in 1980. This is anyone on a tribal roll, living on a reservation and
declaring themselves to be Indian. The Bureau of Indian Affairs (BIa) uses a proof basis: to be
considered an Indian by the BIA (and thus eligible for BIA services), an individual must live on or near
a reservation, must be enrolled on a tribal roll, must be recognized as an Indian by the Indian
community; in some instances, must be 1/4 or more Indian by blood, must be a member of a tribe
recognized by the Federal government and must have approval by tribal and BIa officials to be called an
Indian.
INDIRECT INSTITUTIONALIZED DISCRIMINATION: Practices having a disparate impact on
members of subordinate groups even though or regulations guiding those actions were established and
carried out, with no intent to harm the members of those groups. (Feagin)
INITIATING: Getting started; setting time limits and targets. Proposing tasks or goals; defining a
group problem; suggesting a procedure or ideas for solving a problem.
INSTITUTIONAL DISCRIMINATION: The action by an institution (or system), through the
implementation of its policies and procedures, which deprives a person or group of a right because of
race, color, religion, national origin, sex, or age. (AFR 30-2)
